Cost support for agriculture and aquaculture

  • Application period has ended.

    Cost support for agriculture and aquaculture may be granted to professional agricultural and aquacultural operators operating in mainland Finland. The support is granted for electricity used in agriculture and aquaculture and for fertilisers used in the cultivation of agricultural and horticultural crops on open land.

    The application period for the support started on 1 June and ended on 31 July 2023 at 4.15 pm.

    The application period for cost support for agriculture and aquaculture is 1.6.-31.7.2023.

  • How do you apply for support?

    You can apply for support through the State Treasury’s e-service. Cost support for electricity and cost support for fertilisers are applied for on the same application form.

    The e-service will guide you in filling in the application. On the application, you can provide all the information necessary for the granting of the support. In addition, the State Treasury automatically receives information from other authorities in order to grant the support.

  • How much support can you get?

    Cost support for electricity

    The cost support for electricity is calculated by taking into account 50% of the amount of electricity purchased for agricultural or aquacultural purposes in the utilisation period between 1 January 2022 and 31 December 2022. This amount of electricity is then multiplied by the average price of electricity excluding VAT per beneficiary for the price period between 1 October 2022 and 31 March 2023, to the extent that it exceeds 13 cents per kilowatt-hour. A maximum of 27 cents per kilowatt-hour is taken into account in the calculation of the support. The calculated amount is then multiplied by the share of the support, i.e. 0.4.

    No compensation is paid for electricity transmission prices and basic charges.

    The maximum amount of cost support for electricity is EUR 50 000 per company.

    Any support paid for the same costs on the basis of other legislation is deducted from the support. No support will be paid if the amount of support before deductions is less than EUR 500.

    Cost support for fertilisers

    The cost support for fertilisers is calculated for the 2023 growth period on the basis of the amount of fertiliser purchased for personal use and its average price excluding VAT per beneficiary during the purchase period between 1 June 2022 and 30 April 2023. T

    The average price is calculated on the basis of the share exceeding EUR 500 per tonne but up to EUR 300 per tonne. The amount of support is calculated by multiplying the product of the average price and quantity of fertilisers by the share of the support, i.e. 0.35.

    No cost support for fertilisers is paid if the amount of support is less than EUR 500. The maximum amount of cost support for fertilisers is EUR 50 000 per company.

  • What types of fertilisers are eligible for support?

    The fertilisers eligible for cost support for fertilisers are industrially manufactured inorganic fertilisers, organic mineral fertilisers and organic fertilisers purchased from commercial operators for the open-field cultivation of agricultural and horticultural plants.

    The condition for the support is that the fertilisers are purchased from commercial operators for the 2023 growing season. The cost of transporting the fertilisers is not reimbursed.

  • Other subsidies

    Support paid on the basis of other legislation (electricity compensation retroactively paid by electricity companies) will be deducted from the amount of the electricity cost support.

    Framework support programme for Ukraine

    The cost support for agriculture and aquaculture is part of the European Union’s (EU) framework support programme for Ukraine (EU 2022/C 426/01).

    The maximum amount of State support under the framework support programme is EUR 250,000 for agriculture and EUR 300,000 for aquaculture per company or group of companies if the company belongs to a group. If a company or group operates in several sectors that are subject to different maximum amounts, the total support provided under the framework support programme must not exceed EUR 2 million.

  • Obstacles to granting support

    No support will be granted in the following situations:

    • The company only operates in the Provincial Government of Åland.
    • The company has not been entered in the prepayment register
    • The company has failed to file a tax return
    • The company has tax liability information entered in the tax liability register
    • Recovery proceedings has collected unpaid taxes from the company
    • The company has been declared bankrupt or is the subject of bankruptcy proceedings
    • The company is undergoing debt restructuring, or it has a case pending at a court of law concerning the debt restructuring
    • The company or the owner who effectively controls the company is sanctioned by the EU.
  • Check this information before completing your application

    • To apply for support, the company must have a business ID. For more information, see: Business Information System
    • The cost support can only be paid to the bank account that the company has reported to the Tax Administration. Check the account number you have entered and, if necessary, enter a new account number on your My Tax page. If you submit a new account number, it will be updated to the State Treasury within 3–7 days.
    • The application can be submitted by a person registered in the Trade Register/ Register of Associations who has the right to sign on behalf of the company or by another person authorised by Suomi.fi authorisation. Please check that your authorisation to represent your company appears in the Suomi.fi authorisation register. If not, check that the authorised signatory is correctly registered. You can apply for cost support using the “Apply for corporate financing” mandate.
  • What information must be provided to apply for support?

    Make sure you have the necessary information to complete your application. You will need to provide at least the following:

    • basic company information
    • information required for subsidies provided under the EU’s framework support programme for Ukraine
    • the company’s turnover data from its most recent accounting period, if you are engaged in professional aquaculture and the length of your most recent accounting period was other than 12 months

    If you are applying for cost support for electricity, you will also need:

    • the amount of electricity purchased for eligible agricultural or aquacultural purposes in 2022 (kWh)
    • the amount of electricity purchased for eligible agricultural or aquacultural purposes in the price period between 1 October 2022 and 31 March 2023 (kWh) and the price paid for it, excluding VAT
    • information on any retroactively paid electricity compensation received by the company

    If you are applying for cost support for electricity, you will also need:

    • names, prices and quantities of fertilisers purchased for the 2023 growing period between 1 June 2022 and 30 April 2023.

    Please do not send attachments with the application. However, the State Treasury may ask the company to submit attachments separately. Expense documents should be kept on file as required under the Accounting Act.

  • Representation right and Suomi.fi authorisation

    The application for fuel subsidy may be completed by a person authorized to sign on behalf of the company.

    An application can be filled in by a person who has one of the following roles entered in the Trade Register or the Business Information System:

    • Managing Director (TJ)
    • Substitute Managing Director (TJS)
    • Trader (ELI)
    • Building Manager (IS)
    • Full-time Building Manager.

    A person who has the one of the following role entered in the Register of Associations may act on behalf of an association:

    • Chairperson (prepare to prove your right to sign)
    • Another signatory, whose right to represent the association alone has been entered in the register.

    The company or other organisation may also authorize another person to represent the company through Suomi.fi e-Authorization service(The link opens on a new tab in the browser.). Select the mandate “Apply for corporate financing”.

    To fill in the application, you must authenticate yourself via the Suomi.fi service. Suomi.fi is a joint authentication service for the public administration. You can use your online banking credentials, mobile certificate or certificate card for identification.

You can use these calculators to estimate the amount of both separately.  Please note that the calculator is only indicative, as it does not include all the statutory conditions. The amount indicated by the calculator is therefore not an official decision on the support, and support must be applied for separately in the e-service during the application period from 1 June to 31 July at 16.15.

    Cost support for electricity may be granted to professional agricultural and aquacultural operators.

    Amount of electricity purchased during the reporting period 2022

    Report the amount of electricity purchased for agriculture or aquaculture in the reporting period (1 January 2022 to 31 December 2022)

    Amount and price of electricity purchased for agriculture or aquaculture in the price period October 2022 – March 2023

    Report the electricity you consumed and the price you paid for it in the reporting period (1 October 2022 to 31 March 2023) by month. If the same electricity bill also includes electricity purchased for private uses or other business activities, only report the share of the eligible, production-related use.

    Support can only be granted if the amount of the price period is at least 25% of the amount of the reporting period.

    The average price must be above 13 cents/kWh and a maximum of 40 cents/kWh will be taken into account.

    Formula: Amount of electricity during the reporting period * 50 % * (Average eletricity price – 13 snt/kWh) * 0,4

    The minimum amount of cost support for electricity granted must be at least €500, and no subsidy will be paid for amounts less than this. The maximum amount of the cost support is €50 000. Any electricity compensation paid retroactively by electricity companies will be deducted from the electricity cost subsidy.

    Cost support for fertilisers may be granted to professional agricultural operators

    Fertilisers purchased during the period June 2022 – July 2023

    Please indicate the total quantity of fertilisers purchased for the 2023 growing season for the purchase period (1.6.2022-30.4.2023) in kilograms and the cost excluding VAT in euros.

    The average price must be above €500/tonne and a maximum of €800/tonne will be taken into account.

    The amount of fertilisers is fully taken into account. The average price of fertilisers is taken into account for the part exceeding €500/tonne, up to a maximum of €300/tonne. The result is multiplied by the support share of 0,35.

    The minimum amount of support granted for the cost support for fertilisers is €500, and no support will be paid for amounts less than this. The maximum amount of support will not exceed €35 000.
