Interest subsidies are granted by different authorities for projects, such as water supply, security storage and development aid projects.
The Ministry for Foreign Affairs grants interest subsidies for loans granted for development aid projects. The State Treasury pays the interest subsidies to financial institutions. The Ministry for Foreign Affairs sends a copy of the decision to the State Treasury.

Informing the State Treasury
Each time a new installment of the loan is paid to the borrower, the financial institution granting the loan sends a notification to the State Treasury including the following information:
- borrower
- loan identification number
- date/project number of the Ministry’s decision
- loan amount and currency
- amount of previous installments
- amount and date of new installment to the borrower
- interest payment dates
- interest rate and margin
- payment scheme of the loan

Payment of interest subsidy
Interest subsidy will be paid semiannually on due dates to the financial institution granting the loan. The payment notification letter must be sent to the State Treasury at least 14 days prior to the due date.
Payment notification letter should include the following information:
- borrower
- loan identification number
- date/project number of the Ministry’s decision (at least in connection with the first payment)
- interest period
- outstanding principal of the loan and currency
- interest rate and margin
- amount of interest subsidy payment
- account number of the bank (IBAN and SWIFT), to which the interest subsidy is paid
The exchange rate for other than euro-denominated payments is determined two business days (Helsinki) prior the due date. The State Treasury uses the exchange rate published on the ECB’s website.
