The temporary fuel subsidy for transport companies and work machine companies will compensate companies for the sudden rise in fuel prices caused by the war of aggression in Ukraine since February 2022.
Fuel subsidy consists of the temporary fuel subsidy for transport companies that operate in transport of goods or passengers on roads and the temporary fuel oil subsidy for companies that use work machines that run on fuel oil in their business operations. The subsidies are applied for in one application via the State Treasury’s e-service.
The application period for both types of subsidy was 1-30 November 2022.
The temporary fuel subsidy for transport companies and work machine companies will compensate companies for the sudden rise in fuel prices caused by the war of aggression in Ukraine since February 2022. The subsidy is based on the Law on Temporary Fuel Subsidy for Transport Enterprises (763/2022). The Act is in force from 1 September to 31 December 2022.
Fuel subsidy is available for three months (February-April 2022). The subsidy covers 5% of the fuel costs for these months.
The temporary fuel subsidy for transport companies and work machine companies is aimed at companies that operate in transport of goods or passengers on roads or that use work machines that run on fuel oil in their business operations.
Foundations and associations with business activities can also apply for the support. The size or type of the company has not been restricted.
The application period started on 1 November 2022 at 9.00 and ended on 30 November 2022 at 16.15.
The fuel subsidy for transport companies compensates for 5 % of fuel or electrical energy costs (without VAT) purchased during the subsidy period (from 1 February to 30 April 2022) and used for transport purposes.
Electricity transmission prices and electricity tax will not be compensated. The fuel subsidy also does not cover the cost of AdBlue.
The fuel oil subsidy for work machine companies compensates for 5 % of fuel oil costs (without VAT) purchased during the subsidy period (from 1 February to 30 April 2022) and used in work machines.
The compensation does not apply to costs accrued when transporting work machines, heating usage of fuel oil or the use of work machines in primary agricultural production, fisheries or aquaculture.
The maximum amount of fuel subsidy is EUR 400,000 per company or company group if the company belongs to a group. The minimum paid amount is € 250.
Any other subsidies granted under the European Union’s (EU) Ukrainian framework support programme (EU 2022/C 131 I/01) will be deducted from the subsidy. Also other public subsidies that were granted earlier will be deducted from the fuel subsidy if they concern the same costs.
The fuel subsidy for transport companies and work machine companies is part of the European Union’s (EU) Ukrainian framework support programme (EU 2022/C 131 I/01). The maximum amount of fuel subsidy is EUR 400,000 per company or company group if the company belongs to a group. The State Treasury must ensure that this amount is not exceeded.
You can apply for fuel subsidy through the State Treasury’s e-service. The service will guide you through the application process. You can also save the application as a draft and continue filling it in later.
You can use the application form to provide all the information necessary for the support to be granted. In addition, the State Treasury automatically receives information from other authorities in order to grant the support.
The e-service is open during the application period from 1 November 2022 at 9.00 to 30 November 2022 at 16.15.

To fill in the application, you must authenticate yourself via the Suomi.fi service. Suomi.fi is a joint authentication service for the public administration. You can use your online banking credentials, mobile certificate or certificate card for identification.

According to the Act, all documents received by an authority become in principle public when the authority has received them. This also applies to applications for fuel subsidy. Anyone can request information on applications. An application for fuel subsidy may, however, in addition to public information, contain classified information, which will not be not published or passed on from the authority.
If the applicant considers that there are trade or professional secrets in his/her application (according to the Act on the Openness of Government Activities) § 24 (1) (20)), the applicant may state in his/her application which information (s)he considers to be business secrets, and on what grounds the applicant considers this information to be confidential. In this way, the State Treasury receives information about which information in the application that the applicant himself considers to be trade secrets. According to the law, however, the State Treasury has final decision-making power on the extent to which the document should be classified.
All fuel subsidy decisions are in principle public. If a decision has specified information that the applicant has stated in the application to the State Treasury as trade or business secrets, the decision may also partly contain information that has been stated as classified.
