Fuel subsidy

  • The temporary fuel subsidy for transport companies and work machine companies will compensate companies for the sudden rise in fuel prices caused by the war of aggression in Ukraine since February 2022.

    Fuel subsidy consists of the temporary fuel subsidy for transport companies that operate in transport of goods or passengers on roads  and the temporary fuel oil subsidy for companies that use work machines that run on fuel oil in their business operations. The subsidies are applied for in one application via the State Treasury’s e-service.

    The application period for both types of subsidy was 1-30 November 2022.

  • What is fuel subsidy?

    The temporary fuel subsidy for transport companies and work machine companies will compensate companies for the sudden rise in fuel prices caused by the war of aggression in Ukraine since February 2022. The subsidy is based on the Law on Temporary Fuel Subsidy for Transport Enterprises (763/2022). The Act is in force from 1 September to 31 December 2022.

    Fuel subsidy is available for three months (February-April 2022). The subsidy covers 5% of the fuel costs for these months.

  • Who is the support intended for?

    The temporary fuel subsidy for transport companies and work machine companies is aimed at companies that operate in transport of goods or passengers on roads or that use work machines that run on fuel oil in their business operations.

    Foundations and associations with business activities can also apply for the support. The size or type of the company has not been restricted.

     

     

  • When can I apply for support?

    The application period started on 1 November 2022 at 9.00 and ended on 30 November 2022 at 16.15.

  • Conditions for granting support to transport companies

    1. The company has a business ID
    2. The company had valid transport licence or taxi transport license on 1 February 2022 or it is registered in the transport register as a goods transport operator using light equipment
    3. The company had a vehicle in transport use on 1 February 2022, the intended purpose of which is stated as use subject to licence in the transport register.
  • Conditions for granting support to work machine companies

    1. The company has a business ID
    2. The company had a work machine or machines running on fuel oil available in the time frame from 1 February to 30 April 2022, excluding hand-held machines.
  • Expenses to be compensated with the fuel subsidy for transport companies

    The fuel subsidy for transport companies compensates for 5 % of fuel or electrical energy costs (without VAT) purchased during the subsidy period (from 1 February to 30 April 2022) and used for transport purposes.

    Electricity transmission prices and electricity tax will not be compensated. The fuel subsidy also does not cover the cost of AdBlue.

  • Expenses to be compensated with the fuel oil subsidy for work machine companies

    The fuel oil subsidy for work machine companies compensates for 5 % of fuel oil costs (without VAT) purchased during the subsidy period (from 1 February to 30 April 2022) and used in work machines.

    The compensation does not apply to costs accrued when transporting work machines, heating usage of fuel oil or the use of work machines in primary agricultural production, fisheries or aquaculture.

  • How much support can I get?

    The maximum amount of fuel subsidy is EUR 400,000 per company or company group if the company belongs to a group. The minimum paid amount is € 250.

    Any other subsidies granted under the European Union’s (EU) Ukrainian framework support programme (EU 2022/C 131 I/01) will be deducted from the subsidy. Also other public subsidies that were granted earlier will be deducted from the fuel subsidy if they concern the same costs.

    The fuel subsidy for transport companies and work machine companies is part of the European Union’s (EU) Ukrainian framework support programme (EU 2022/C 131 I/01). The maximum amount of fuel subsidy is EUR 400,000 per company or company group if the company belongs to a group. The State Treasury must ensure that this amount is not exceeded.

  • Obstacles to granting the support

    • The company is a financial institution or it’s main line of business is primary production, fisheries or aquaculture. The Act on Fuel Subsidy does not apply to these industries.
    • The company has not been entered in the prepayment register.
    • The company has failed to file a tax return.
    • The company has tax liability information entered in the tax liability register.
    • Recovery proceedings has collected unpaid taxes from the company.
    • The company has been declared bankrupt or is the subject of bankruptcy proceedings.
    • The company is undergoing debt restructuring, or it has a case pending at a court of law concerning the debt restructuring.
    • The company was in difficulties before the war in Ukraine (31 December 2021).
  • How do I apply for support?

    You can apply for fuel subsidy through the State Treasury’s e-service. The service will guide you through the application process. You can also save the application as a draft and continue filling it in later.

    You can use the application form to provide all the information necessary for the support to be granted. In addition, the State Treasury automatically receives information from other authorities in order to grant the support.

    The e-service is open during the application period from 1 November 2022 at 9.00 to 30 November 2022 at 16.15.

  • What information must be provided to apply for support?

    To apply for support, the company must provide the following information:

    1. basic information of the company
    2. information on fuel purchased during the subsidy period (from 1 February 2022 to 30 April 2022) (costs per motive power)
    3. information on subsidies according to EU’s Ukrainian framework support programme (The link opens in a new tab in the browser.
    4. information on other public subsidies received by the company.

    The State Treasury receives some of the necessary information from the Finnish Tax Administration, the Finnish Transport and Communications Agency Traficom and Statistics Finland.

    Please check this information before completing your application:

    1. To apply for support, the company must have a business ID. For more information, see: Business Information System >
    2. The fuel subsidy can only be paid to the bank account that the company has reported to the Tax Administration. Check the account number you have entered and, if necessary, enter a new account number on your My Tax page. If you submit a new account number, it will be updated to the State Treasury within 3–7 days.
  • Who can submit an application?

    The application for fuel subsidy may be completed by a person authorized to sign on behalf of the company.

    An application can be filled in by a person who has one of the following roles entered in the Trade Register or the Business Information System:

    • Managing Director (TJ)
    • Substitute Managing Director (TJS)
    • Trader (ELI)
    • Building Manager (IS)
    • Full-time Building Manager.

    A person who has the one of the following role entered in the Register of Associations may act on behalf of an association:

    • Chairperson (prepare to prove your right to sign)
    • Another signatory, whose right to represent the association alone has been entered in the register.

    The company or other organisation may also authorize another person to represent the company through Suomi.fi e-Authorization service(The link opens on a new tab in the browser.). Select the mandate “Apply for corporate financing”.

    To fill in the application, you must authenticate yourself via the Suomi.fi service. Suomi.fi is a joint authentication service for the public administration. You can use your online banking credentials, mobile certificate or certificate card for identification.

  • Use the fuel subsidy calculator to estimate the amount of fuel subsidy your company will receive. The support is granted to companies that meet the conditions laid down in the law.

    Please note that the calculator is only indicative and the amount indicated in the calculator is not an official decision on the fuel subsidy, but you must apply for the subsidy separately in the e-service.
