The goal of the Financial information service for municipalities and wellbeing service counties is to promote the collection, storage and reporting of financial information on municipalities so that this financial information is as current and comparable as possible, and openly available to all.
Starting from 2021, the State Treasury will be responsible for collecting financial information on municipalities. Municipalities, joint municipal authorities, unincorporated municipal enterprises and water supply balance sheet units generate such financial information to the Financial information service for municipalities. In addition, the State Treasury performs tasks related to maintaining registers and reporting financial information.

The service will only gather public information that is openly available.
The most important stakeholder groups of the service include the Ministry of Finance, other ministries, the Association of Finnish Local and Regional Authorities, Statistics Finland, political decision-makers, the media and citizens.

Financial information service for municipalities and wellbeing service counties
The financial information service for municipalities and wellbeing service counties consists of several forms of services.
- Through the financial information transfer service, municipalities can transfer financial information in XBRL or CSV format from their information systems to the information service for municipalities.
- With the approval service, users can view the information they have sent and the results of the information verification processes, and check the information’s accuracy. If the information contains any errors or requires comments, the sender can either make the corrections in the source system and resubmit the information or enter a comment regarding their observation. Once the information is correct, it will be approved.
- The approved information is transferred to the register service, which functions as a database for approved and verified financial information. The register service provides an open interface for the utilisation of the information stored in the database.
- The reporting service is part of a more extensive public administration reporting service that enables financial information to be published, reported and analysed. Financial information can be accessed from a shared reporting environment via the interface and freely utilised.

The project organisation
In autumn 2016, the State Treasury launched an information service project connected to the finances of municipalities, aiming to create operating models and systems required by the tasks of collecting financial information on municipalities. The project is part of the implementation if the measures defined in the Municipal Data programme.
The information service is owned by the State Treasury.
The progress of the project will be directed and monitored by a steering group with members from the Ministry of Finance, the Tax Administration, the Association of Finnish Local and Regional Authorities, Tieke, and the CSC – IT Center for Science.
The project group is responsible for the progress and completion of the work. The project group includes representatives from the State Treasury and CSC.
