The responsibility for collecting the quarterly financial data of municipalities and joint municipal authorities was transferred from Statistics Finland to the State Treasury at the start of 2021. The first actual data on quarterly reported local government finances are now available on the State Treasury’s Exploreadministration.fi service.
The State Treasury’s Exploreadministration.fi service will be expanded over the year
Currently, the Exploreadministration.fi service contains municipalities’ and joint municipal authorities’ budget and financial plan data from 2020 onwards and unit-specific quarterly actual data from 2021 onwards. National quarterly data will be published on the service in June 2021.
The service will be further expanded as the forecasts of the financial statements of municipalities and joint municipal authorities will be published for the first time in August 2021. In spring 2022, the annual financial statements of municipalities and joint municipal authorities will also be added to the service, supplemented with service category-specific financial data. Service category-specific data will replace activity category-specific data and provide an accurate overview on municipal expenditure and income. Access to service-specific financial data is a prerequisite for assessing profitability, for example. In the future, other data, such as performance data, can be combined with financial data. In addition, data on the finances and activities of pre-primary education, basic education, school children’s before-school and after-school activities and general upper secondary education will be included in the service.
The financial data of municipalities and joint municipal authorities is published on the Exploreadministration.fi service and the open interface immediately after the municipality or joint municipal authority has approved its data for publication. Other situational data, such as indicators on the population structure and vitality of municipalities, can also be found on the service.
Data on local government finances will remain available in Statistics Finland’s databases
Statistics Finland will collect and publish annual data on local government finances for 2020.
Data on local government finances published by Statistics Finland up to 2020 will remain available in Statistics Finland’s databases. The data is accessible in Statistics Finland’s StatFin databases and the Data on finances reported by municipalities and joint municipal authorities database. In addition, data on local government finances published earlier than 2015 can be accessed in Statistics Finland’s archive databases.
Data reported to the State Treasury provides source data for Statistics Finland’s statistics
Despite the transfer of data collection responsibility, Statistics Finland will use the data on local government finances reported to the State Treasury for its statistics production almost as before. Thus, data on local government finances is a significant part of, for example, statistics on national accounts with regard to both quarterly and annual data.
