The maximum amounts of ASP loans will increase by EUR 15,000–25,000 depending on the municipality where the home to be purchased is located. The aim is to make it easier for people to buy or build their first home. The new maximum amounts will enter into force on 1 April 2024.

The largest increase in the maximum loan amount will apply to Espoo, Kauniainen and Vantaa, where currently more than one third of those buying their first home with the help of an ASP loan take out the maximum amount of the loan.
The purpose of the Home Saver’s Bonus scheme (Asuntosäästöpalkkiojärjestelmä, or ASP in Finnish) is to encourage people to save and make it easier for them to purchase their first home. Prime Minister Petteri Orpo’s Government decided on the increase to the ASP maximums in its budget session in September 2023, as part of its policy to accelerate the construction of residential housing.
More extensive reform of ASP legislation currently underway
In addition to raising the maximum amounts of the loan, the Ministry of the Environment is currently planning a comprehensive reform of ASP legislation. Its aim is to make the ASP system, which was founded in the early 1980s, more comprehensible and effective for the Finland of today.
